I made this tutorial using PSP 7 but it is adaptable to make in PSP 6. Everything I do on this tutorial I have learned by doing other tutorials.

Open new image 400X400 transparent canvas.

1. Set color to any color, we won't keep it so it won't matter what color you start with. Click on the Preset Shapes, ellipse, antialias checked, create as vector checked.

2. Make oval shape in center of canvas. To shape ellipse into a balloon shape, click on Vector Object Selection then, on the Control Box, click on Node Edit.

3. Click on top node to drag up to shape the top of the balloon. Click side node to pull out just a bit, do same with other side. Click on bottom node and drag up just a bit. When it is the way you like click outside of shape to quit node edit. Go to Layers/Convert to Raster Layer. Use mover tool to move balloon shape to just be low center.

4. Use Selection tool set to rectangle antialias unchecked, make rectangle around balloon. Click inside balloon shape. This will make the dancing lines go around the balloon shape. (Learned this top from Purrcat's tut.) It makes a smoother selection than the magic wand. NO JAGGED EDGES. Go to Selections, click DEFLOAT. Hit delete and all you have is the dancing lines. Now you are ready to make your glass.

5. Now you need to decide what color you want to use for your Balloon if you haven't done so already, and what you want to fill it with.

6. Add new layer and go to Effects/3D/Cutout. Use these setting. Add new layer and reverse the settings to -6 -9.

7. Add new layer, click air brush, set color to white. Use these settings. Go to Effects/Blur/Gaussian Blur use settings 6 to 9.70 depends on how much blur you want. Merge visible layers. You can change the color of your balloon at any time by going to Color/Colorize. I used the same Balloon tube for most of them that I have made.

8. Now we are ready to fill our balloon with things. Anything will do just use your imagination. I used the PSP tube Streamers to make the Easter grass.

9. Add new layer. Then fill the bottom and some side of the balloon with streamers set at 20. Go to color/colorize to make it all one color. Go to sharpen to really make it shine like real Easter grass.

10. Add new layer. Put your image on top of the grass. Teddy bears are cute or anything that strikes your fancy. LOL

My finished Stuffed Balloon

To make your Stuffed Balloon a floating one just invert the balloon at the start. Make your canvas 400X600. Move the balloon to the top of canvas. To make the bottom part (bellybutton) Add a layer make a small ellipse at the base of the balloon shape just like before.

Now to shape that one, click on Vector Object Selection tool and Node Edit. Bring the bottom node up a bit and pull the little handles out and down slightly. To add a node, press and hold the control key and click with the cursor where you want to add another node. Now add a node on either side of the ellipse's two side nodes. Begin to shape this the way you want it, by pulling out and turning the little handles on each side of the node..you may have to enlarge this part so you can see better what to do with them. Continue to add nodes as necessary and shape them to get the little balloon base the you want it to look. Click outside the shape when you are through shaping and Layers/Convert to Raster. Don't worry if it gets a bit too big...it's on a layer of it's own and you can resize it by using the Deformation tool. Make sure it's where you want it to be at the balloon base and then you can Merge Visible Layers.
