Feel free to use your own colors for this.
For this tutorial you will need Jasc PSP 8 . Can be done in 7 too.
You will also need Eye Candy 3.
You will need alpha-channel canvas here.
1. Open alpha-channel hoof and flood fill with #654F3B. Lock layer pallet and use air brush to shade the edges using these settings. Color #0D0A07 Size: 20, Hardness: 7, Step: 24, Density: 100, Thickness: 100, Rotation: 100.
2. Open alpha-channel leg and flood fill with sheepskin2 tile scale 50. Lock layer pallet and use air brush to shade the edges using #EFC55F. Turn off all layer but the hoof and leg. Merge visible. Duplicate layer and mirror image.
3. Load alpha-channel ear. Flood fill with sheepskin2 tile scale 50. Go to selections/modify/contract by 10. Keep selected. Flood fill on same layer with # EFC55F. Change airbrush settings to, size: 52, hardness: 100, step: 25, density: 1, the rest 100. Spray color # F9E8BF a few times. Next add motion blur, angel 270, strength 14. Deselect. Use the soften tool with these settings Size: 10, Hardness: 50, Step: 25, Density: 100, Thickness: 0, Rotation: 100. Smooth out the edges till they blend in. Duplicate and mirror image.
4. Load body alpha-channel. Do the same as you did for the leg.
5. Load skirt alpha-channel. Flood fill with # FFC6B6, set background with #B021100. Lock layer transparency and spray around edges with these settings Size: 45, Hardness: 7, Step: 24, Density: 100, Thickness: 100, Rotation: 100. Opacity: 24. Now change the thickness to 9, and rotation to 155. Make your pleat lines as in screen shot.
Change to the lightness and darkness tool, use these settings. Size: 13, Hardness: 0, Step: 25, Density: 100, Thickness: 100, Rotation: 125. Opacity: 55. Click in between the areas of you dark shading. Change to the smudge brush using these settings. Size: 45, Hardness: 7, Step: 24, Density: 100, Thickness: 100, Rotation: 100. Opacity: 24. Blend the lines till they look smooth. You can pull in the out side shading to blend too.
6. Load blouse alpha-channel and flood fill with # 6B82BD. Air brush with #324470 as above. Go very lightly with the shading for this one. No need to do it at the top the collar with cover up most of the blouse.
7. Load collar alpha-channel. Flood fill with # FFC6B6. Lock layer and use cut out vertical and horizontal -1, opacity 81, blur 9, color #BE3A1C.
8. Load collar lace alpha-channel. I use one of Opal's Lace tiles. You can get them here. Flood file with the lace of your choice, scale 100. Apply drop shadow vertical -1, horizontal 0, opacity 47, blur 4 color 404040.
9. Load arm hoof alpha-channel. Do the same as you did for the leg hoof in step 1.
10. Load arm and do the same as you did for the leg in step 2.
11. Load the nose
alpha-channel. Flood fill with # FDE2A4. Lock layer and air brush
around edges with #EFC55F. Add new layer. Change background
color to # 654F3B, set foreground color to nil (turn it off). Use
the triangle preset to make a nose. Flip colors and make foreground
the color and nil on the background. Use the pen tool set at 2 to
make his lips. 
. Add the eyes now. You can make your own or use the ones provided
in the down load. You may use the bow of your choice or the
one in the down load.
