Feel free to use your own gradient for this.
For this tutorial you will need Jasc PSP 8 and 20/20.
This can be done in PSP 7 or 6 with out any problems.
Open a transparent image 200X200 for a background tile.
Or open a transparent image 100X100 for a tile to use for text.
Choose your gradient ( I am using Electric Blue) flood fill your tile
angle 135, repeats 2.
Go to Effect/Textured Effects/Mosaic Glass apply these settings.
Go to Adjust/sharpness/sharpen.
Save your tile as a jpg to desktop (or where you choose to).
Open 20/20 click on image then open
the tile you just made
and click on the seamless tile button. 
Click ok to save over the tile.
That's all there is to making fancy foil.
It also animates well for text.
