I used
gradient mqc-snow from Nanson's
PSP Gradients.
This is the air brush settings
I use.

This is the smudge settings I use.

1.
Load body alpha channel flood fill with
mqc-snow gradient.
2.
Load scales alpha channel flood fill with
color 1. Use soften tool to soften the edges.
3.
Click on body layer and add new layer. You
want to be working under the scales layer.
Load body alpha channel again. Change
to air brush and paint as in screen shot.
Use soften tool to soften.

4.
Keep selected and add new layer. Air brush
around bottom and top back and tail. Smudge
moving toward back of tail. Add new layer use
draw tool set at 2 and draw in lines as
in screen shot using color 3. Gaussian blur
2. Add new layer load body alpha channel.
Air brush about body as in screen shot.
  
Smudge
to blend shading.
5.
Load Markings alpha channel. Add new layer.
Flood fill with color 4. Use soften tool
to soften.
6.
Load eye alpha channel. Add new layer. Flood
fill with color 1, click float apply cutout
horizontal and vertical 0, opacity 100,
blur 8, color #656047. Keep selected. Selections/modify/contract

click float and apply cutout. De-select.
Lock in transparence by clicking the lock
in the layers pallet. Use color 4 to paint
in like screen shot. Add white dot and soften.

7.
Click on scales layer. Add new layer and
load body alpha channel. We want to add
some shading on top of the scales now. Use
color 4 and air brush around as in screen
shot.

8.
Add new layer using color 3 draw some lines
for fin as in screen shot. Gaussian blur
2. Use same color to add some lines around
mouth area. Make him some fish lips. LOL
I used size 2 or 3 for the fin and mouth
lines. Use color 6 to add some shading in
front of fin and on tale.
 
I
added some white to the top areas for some
high light.
