This is the air brush settings
I use.

This is the smudge settings I use.

Open
transparent
canvas
500X500.
I
used
color
#47774E
for
the
background
color.
Foreground
set
to
nil.
Use
pen
tool
point
to
point.
Click
once
as
in
screen
shot.
Double
click
on
5
then
right
click
on
canvas,
node
type
go
to
symmetric.
Twist
3
and
4
till
they
are
rounded
some.
You
can
twist
three
to
be
rounded
or
pointed.
Either
way
is
fine
for
sea
grasses.

Make
some
tall
skinny
ones

When
you
have
enough
done
convert
them
to
raster
layer.
Click on the lock
in the layer pallet. That sets the transparency of the layer and
when you use the paint brush or air brush it wont go out side of
the edges. Use the airbrush and add some dark green to the
inside
of
the
curves.
Smudge
to
blend.
Apply
cut
out
horizontal
and
vertical
0,
opacity
100,
blur
7
color
dark
green.
Now
go
to
Effects/Distortion
effects/
wave
use
setting
below.

OPTIONAL:
On
some
of
them
I
applied
this
texture.

I
made
a
bunch
of
them
and
shaded
with
yellows
and
blues
and
some
with
different
colors
of
greens.
